Do I need to re-prime?
 
I had my porch railings and posts replaced last year and painted the bare wood with Kilz primer. A year later, I'm ready to paint! I've recently read that oil-based primer is better for outdoor wood. Should I/could I use oil primer on top of the Kilz, or should I simply get some latex paint and finish the job? Should I worry that the primer has been exposed to the elements for a year?

Is the wood pressure treated?
If it is, it should not have been painted for at least a year till it dries out.
If it's not, what condition is the primer in now?

The wood is pressure treated. There are some spots where the Kilz is flaking a little, but overall it appears in good shape.

Kilz comes as a oil-based primer or a latex primer (Kilz2)
If it was Original Kilz it was oil-based, but was meant to be top-coated
Scrape off all you can, but don't worry about what is adhering to the post after scraping
Oil prime (Kilz is OK) again to cove the bare spots
Paint with your preferred top-coat, preferably two coats...and preferably within a day or two of priming(:wink: )
