deck stain


I had a professional painter apply cabot semi-solid deck stain.
Two problems- it rained 15 hours after application, and it appears it some places to be glossy. Cabot cust svc says this may be due to over application of the product. It may not last the season.
How do I now deal with the contractor?

If it's the oild based stuff it should be ok.
