Clean walls before or after texturing?

We just moved into a new house that is in pretty rough condition... the previous owner was a heavy smoker, and the walls are quite dirty in a lot of areas; especially around the vents.

We are repainting and retexturing the whole house. My question is, should the walls be cleaned with TSP before or after we have the drywall guys come in for retexturing? If done after, should it be done before priming in order to seal it in?

if the retexturing is being applied to the walls, i'd clean them first, yes.

Clean before you do any mud work or texturing.
