ceiling fix


I have inherited a ceiling in the living room that someone tried to spray a popcorn type of texture on. Some place have big blobs of it. As if that wasn't bad enough they then painted it with glossy paint. I've started scraping it off and sanding the surface. I was then going to prime the ceiling and paint with a flat paint. Is this the proper approach? Any ideas on how I can fix this mess would be greatly appreciated.

That's about it. Might try missing it down with water to see if it will loosen up.
You could also try and rent a drywall sander.
It should be a 10 powered disk with built in dust collection.

Once you scrap some so the water will have a chance to get in it should help some. But be aware you will probably need to skim coat it when done.
