Razor, putty knife, just about any type of sharp, pointed tool to get into the crevices and cut, scrape, pull, yank, the old caulk out. No secrets here, just a lot of grunt work. Once you get an area loose, the caulk usually pulls out the rest of the way rather easily. As for paintable caulk, there's many on the market that will work. DAP's Alex Plus is a good paintable caulk........any quality paint store carries it's own version of paintable caulks.

Use a utility knife and/or putty knife. Cut it out/pull it out. I like to use Sherwin Williams 850a or 950a, as they are both a mix of silicone and acrylic that is paintable, so you get the benefits of silicone and acrylic. *not found in cheaper caulks.

Dare I say this, if you're handy with small tools, a hammer and small chisel (even a five in one set to chisel function) are a great help removing caulk from brick. Practically every house in Philly is brick, Philly brick, and you had to learn to make better time. If you take your time, be careful, you'll do okay. Put the chisel where you want it, hold it firm, and do short sharp taps, don't hammer at it.
