caulking

I just painted the exterior shutters for a client and noticed the caulking around the windows is practically worthless. I will remove old caulk, etc. but there is a hole about a quarter-inch where the mortar has caved in near the sill. Can I use clear caulk for this hole, or do I need to repoint. I assume the repair won't be watertight with just new mortar. All other joints are solid.

caulking

There is actually some rubber caulk that looks just like brick mortar. I have never used it but the local BM dealer here has a display of the stuff that looks like it would work good.
