Bulkhead

When I am painting my bulkhead, do I have to primer the whole thing or just where there is bare metal showing??
It is an old one and was already painted, I just stripped some of the rust.
Also, do I need to prime concrete before I paint it??

Concrete is best done with a block filler or masonry primer for a first coat. I am a little confused, a bulkhead can mean a few different things.

And by metal do you mean the corner bead?

Bulkhead

I am re-painting my basement "bulkhead" doors. It had some surface rust on it so I used a drill mounted paint stipper on it. There are some bare metal showing. But, I ended up primering the whole thing anyway.
As for the concrete, I was refering to the concrete that the doors sit on. They were just patched up and I wanted to paint them
Thanks
Barry
