Best way to clean up metal cap with build up dirt?

We have a lot of metal cap around the house because we have flat roof.
It is very dirty and some area, paint are chipping and coming off.

What is best way to clean this area without power washing?

Because location and type of roofing, we can't have too much water or water hose to clean the area.
But metal caps are quite dirty and need of new fresh coat of paint.

Can you recommend best cleansing solution to clean up using a sponge and be prepared for painting?

Dirtex. I also like Purple Power from the auto store or Simple Green. Whatever you use, be sure and rinse it thoroughly.

If the caps are oxidized you should neutralize or remove the rust then prime with a metal primer before painting. A self etching metal primer from the auto store would be my choice.
