BEHR deck stripper problem

Trying to strip/prep a 7 year old pressure treated deck for a refinish. After applying BEHR #64 stripper, I can't seem to get the stuff to flush off. I hose or lightly power wash to "chase" the sudsy looking stuff off, but when I hit it again, more just foams up. I can continually flush and it continually foams up more. Even the next day after an extended drying. Scrubbing with the #63 cleaner only continues the phenomena. I have to assume that the residual stuff would have an adverse effect on any finishing material. I have been in close contact with BEHR tech support, but no answers yet. So I thought I would throw it out here to see if anyone has experience with this.

Did you apply brightener(oxalic or citralic acid) The white suds will go away with enough flushing. One of the reasons I never go near HD. Behr deck stains mean money to me when they fail. Strip it all off, brighten and seal.
