Basement stairs

We recently ripped up the carpet in our basement but the padding was glued to the wood under it I'm just wondering if it is possible to sand off all the stuck on padding and glue or if it is more worth wile to just sand it smooth and paint the stairs.

no most of the padding was taken up it's just a small amount left. It just looks like the wood is painted black or blue in some places.
