Basement paint
I removed the old wood paneling in the basement, and now I'm painting the now bare block walls with Zinsser Watertite. I don't have a water problem, just thought it would be a good idea and help keep the humidity down.

However, some parts of the wall have been painted before, and not with the right paint since it's flaking off in places. How should I paint over these areas? I know that a finish is only as strong as what it's sticking to- if the bottom layer of paint flakes off it will take the top layer with it... So what kind of product should I use here?

After removal of all loose paint and cleaning

I'll look into that. What are your thoughts on simply continuing over it with the Watertite I already have?

Usually products like water tight or UGL are ineffective if the wall has already been painted. Those products seal the tiny holes in concrete block and are effective at blocking out small infiltrations of H2O. If there is paint on the wall, the product in ineffective because there is already a coating on the walls. Unless you remove all the paint down to bare block, it is pointless to apply the waterproofing paint. I would simply recoat with a Satin Latex paint that you like.
