Asphalt painting
 
I'm currently painting the lines on my backyard basketball court and the asphalt's a little damp from the rain. Am i still able to paint over top of that with an exterior paint job?

Not really, no
Like any other substrate (thing you are applying a paint to), it should be dry or you will risk failure

* in addition to being a professional painter, I spent some time helping my Bro-In-Law get his seal coating and line striping business off the ground...trust me; wait until it is dry
