25 year old fir treads


My father has some rough 25 year old 2x12s and were thinking of useing them for Exterior stair treads so my question is what would be the best way to stain them with a solid color.
I thought maybe I should put a good oil based primer on them with sprinled texture tread(sand) while they are so super dry and then 2 coats of latex deck stain ( ben moore). Any thoughts

Sikkens Rubbold DEK oil-based
No primer with a solid color stain, even if you use latex
