From The U.S. Naval Observatory:


If you’re looking forward to 2009, you’ll have to wait a second—literally.An International Consortium of Time Keepers has agreed to officially add one second to 2008. They say it is to keep in synch with the Earth’s slightly slowing rotation.
The extra second will be added just before 7 p.m. Eastern Standard Time on Dec. 31.

Most of the world’s atomic clocks, computer systems, and cellular phone providers will be able to add that single second, automatically.

Is the earth literally slowing or is this just to correct an error of a fraction of a second in the calendar year.
