Rock making repair

I am having a pool installed and wanted 3 large rocks. Contracter messed up with the rocks and they look like hugh bird droppings. Contracter has not been able to find someone to correct problem. I have done quite bit of construction/art to be able to do it. Only Question is if the rocks needs to be made bigger do I drill into the rock to anchor the new chicken wire?
