remodel rates


I am getting quotes from a local builder for a large remodeling job... This guy does great work and has a great rep, but it seems to me his prices are real high...

He plans/organizes everything and then you pay 'his cost' for materials/labor and then he adds 20% margin.

The rates for various labor he quoted are:
Tilework: $50/hr
Painter: $35/hr
Carpenter: $40-45/hr
Planning: $55/hr
Electrical: $70/hr

There are supposed to be his 'wholesale costs' but they are way above national averages.

Is anyone familiar with this type of agreement between a builder for remodeling, and I wonder why he won't just give me a quote instead of all of this hourly stuff?
