Building in a loft space


I am moving into a loft and we are aloud to build in it, and the way the room is set up, a second floor can be added. This second floor only needs to be a floor with maybe one wall. It does not need any plumbing but might need some electrical work done to add a light or outlets. What are my options? Below are pictures of the space. The second floor would be used as is for a bedroom area and storage.

also i am looking for someone in the Los Angeles area to build it for me or give me an idea on cost. any help would be great thank you all.

It doesn't look tall enough with the ceiling having all that pipe work and the waffle-style concrete work.

its 15 feet and the space under the new floor for the second level does not need to be that big, the only thing going under there is a flat screen and a coffee table. but you dont think i can add a second level just for a bed?

15', you need 8' for the 1st floor
Then probably 10" for the floor
That doesn't leave enough height to build a room
Check with your local building Dept
They will have the final say
