If it does start, 90 days will be tough, but they are accustomed to building 24/7 on projects with a lot of planning, including food delivered and showers and temporary housing adjacent to the site adjacent to allow no transportation or commuting time problems.
In the past 15 years of opening up, they have advanced so fast and so far anything is possible, especially due to their immediate demands for housing and commercial space and trying to make enough cars. - They import cars instead of exporting them.
That building will be a little more impressive than the smaller modern structures across the river/bay.
