I'm an architect from South Africa and although many building methods are subject to local availability of material and expertise many other are universal and even different approaches/ solutions to the same problem are possible. It is always a good idea (similar to the medical profession) to get a second or third opinion. However when confronted with structural and specialist work it is advisable to get professional assistance and advice. It may cost you something but will surely save you in the long run and particularly in the construction industry it is safer.
