I have to replace a broken flange for a toilet install, the flange is made of PVC and broke off some when my Techincian was trying to put in a new toilet. He said it was glued on and was having difficulty getting it off. Any suggestions?

Is there access to the pipes below? It needs to be cut off and replaced with a new one.
