what's with the 'timer'???

I think its a global site setting
Most sites only allow 1 post per minute
The reason......to prevent spam
I did try posting 2x quickly....I was able to make 2 posts within a minute
But maybe because I am a Mod ?

I'm not talking about posting. There was a spammer and I used the "report" button.
It made me wait 60 seconds between them.
