Ice build up in Fresh Air Intake
 

Just bought a house and found the fresh air intake from the outside attached to the cold air return ducting is freezing up and dripping water on the floor (-15c). The furnace is a HE 96 and is properly vented by the (2) pipes for inlet & outlet. Can I remove this external venting t the cold air return?
