I don't have an "attach file" button...
 

Is that normal for a new user? i cant figure out how to attach a PDF.

I read through this already. I do not have the manage attachments button.

Click on "Post Reply" under the left side of this post, scroll down and you should then see:

Additional Options
Miscellaneous Options
Show your signature
Automatically parse links in text
Disable smilies in text
Attach Files
Valid file extensions: bmp doc gif jpe jpeg jpg pdf png psd skp txt zip

and the button to do so. If you do not see it, you need to PM the admin.
