Goodman HVAC gmp100-3 Inside blower problems

The cooling cycle was being used and i notice that the inside blower was cycling on and off every 30 seconds. I turn the cooling thermostat to the off position. The blower kept cycling on and off, but the compressor did follow the action of the blower. The Thermostat has been replaced twice. I removed the thermostat wires and the blower kept cycling. I will test the hi limit switch and flame rowout switch.
