What Is This Tool Please?


What Is This Tool Please?
This tool has been bugging me for years. I think it's a fish scaling item but I don't know . It was in a $10 bag at an estate sale. It has a solid rubber handle attached to a stainless shaft. The toothed wheels rotate independently of each other and there is no imprinting or branding in evidence. Can any one help? It's very important to me to know its secret. Thank you.

Just exploring/guessing..... Looks awfull close/similar to a carpet seam roller...... it's not, but I think maybe something similar

My first thoughts were a pizza crust perpetrator. Then I though no it's a tire perpetrator. Then I realized it would be really good at perforating wallpaper.

I googled photos of 'small hand tools with wheels' and got nothing.

Can you pull the rubber handle off an see if theres a logo under it?

What state did you buy it in?
