Open up the cover and grab the top and bottom of the wheel and try to move it. Look at the shaft and see if the shaft and wheel are moving at the same time.
Then grab it on the two sides and try that.
What your looking for is to see if it's worn bearings.
If the wheel can move from side to side and the shaft stays still then the bearing may need changing.
The shaft and wheel may wiggle a little but because it has to be able to move up and down in a track.

On at least some saws, the upper wheel is attached to a bracket, carriage, or whatever you want to call it, which in turn is mounted to the frame on a pivot, and there is a screw of other adjustment at the bottom of the bracket, which can be adjusted to keep the wheels on a common plane as the saw wears. If your saw is configured in some such manner, still check the pivot points, to make sure that nothing is worn, but you may otherwise be seeing normal movement. And, by the way, when you will not be using your saw for extended periods, it is a good practice to relieve the pressure on the blade a bit, in order to prevent flat spots on the wheel treads.

the top wheel is mounted to the sliding bracket. when all the tention is off the blade their may be slite movenent but when tighten their should be no movement . Look at the beiring and rock the wheel back and forth if no play is at beiring all is ok. I have the 28-245 and that is how mine is.
