Fixing a tool case latch

I just bought a Hilti Te-24 rotary hammer off of craigslist for a very reasonable price. The catch was that there was a replacement cord, crack in the case fixed up with foam and glue, and that one of the side latches doesn't work. Here's a picture of it:

Is there anything that I can do to fix this? Temporarily I have a little lock that holds it together pretty well.

Maybe a bungee cord, That's what I used to hold together
an old style black plastic Craftsman case until I wised up
and bought a better quality Flambeau Low Boy case from Sears
