Cordless trimmer motor bad?

Is this motor bad due to the shaft (armature?) riding loose in the case? When it spins it rides all the way around the case opening. This while started as a rest of slow turning of the motor; almost as if it was only running on 12 volts instead of 24. Also, the motor does not always start when I press the trigger and have to hand start to get the motor to spin.

Batteries have been benched tested and are good and I get 26 volts at the motor leads.

Should I order a new one or can this be repaired?

Cordless trimmer motor bad?

Checked the brushes to make sure there not worn out?
Made sure there's not trash causing then to stick?
Checked the armature for shorts and cleaned the segments?

Cordless trimmer motor bad?

That motor appears to be physically damaged. Armature's center shaft should be centered, supported by a bushing or bearing.
