1) Turn off breaker.
2) Remove outlet.
3) Sand the area to smooth (this includes surrounding area).
4) Once wall is smooth, prime, paint, then reinstall new outlet.

Problem is, it appears that the "Handyman" that did the wall did not know what they where doing, and just kept putting compound on to cover their mistakes. This means making a mess by fixing, and doing it right.
