What are these materials and how much?

I would like to build something like the frosted glass walls with chrome accents in the distance of the photo in the page below:

What exactly are the materials used and roughly how much is each piece?

It looks like aluminum frames with glass inserts(looks like 4'x8' sheets). The frames would have to well secured to hold that much weight, and the glass panels would have to be tempered glass. Can't estimate cost.

If you lined your basement with those book shelf units like in the pic, would it be considered finished? Looks like a good way to get around taxes and inspections for some people.

Any real glass company can make these up for you, not likly going to find them just sitting on the shelve some place since there all made to size, there's about a dozen differant styles of frosted glass and 6, differant finishes on the frames.

Actually there are a number of companies that make interior architectural glass panel systems like those shown. Price will depend on the quality of the frames, final dimensions chosen, the fastening system and the type of glass. I agree you would probably want to think about safety or tempered glass, especially if you have kids. Not sure cost difference but frosted film (with or without custom design) might enable you to use glass plate as the adhesive and film would serve to hold broken glass in place. Some sort of scratch resistant lexan type panels might be worth looking into also.

Best to google "glass panels" and do some exploring. Same for shelving systems.

Rats! Is it really glass used? I was hoping it was like corrugated fiberglass panels, but straight/linear instead of straight. Is there even such a thing?
