What to smooth conrete basement walls with?

Goal: smooth, prime and paint concrete basement walls. Don't want to install drywall for many reasons.

I started to apply thick primer and it's sort of hiding imperfections.

I started to apply joint compound and it's hiding imperfections really well. However, I read somewhere that joint compound will not stand the test of time, plus basement walls can sweat and cause bulges and cracks (mine seems dry though).

I read about portland cement stucco or just mix plain mortar with water.

What would the experts recommend? I don't need a super smooth designer basement (that's why not installing drywall), just wanna convert it cheaply into decent-looking recreational area.

Thanx in advance.
