What is a good tear/rip proof material? VIP!

I'm reconstructing my rabbit pen for this summer because we have two hawks who just moved into the neighborhood. They've literally been targeting my rabbits since day 1. Since I have no way of bringing them inside, I'm building a more secure play pen for them.

I've thought of securing a tarp on top. That's the only material i can think of. Does anyone have any better suggestions?

Advice is MUCH needed! And FAST! Thanks!

I've thought of that. But I want something more loose. And water-proof would be great. Something that I can throw back so I can close the cage door at night.
