Wet basement,dirt with cement covered ledges?


My basement has a ledge around it from the floor up about 2 feet.The ledge seems to be cracking and water comming in through it.I pulled a chunk of loose cement off to find dirt under the cement.Was this a way to get a basement to stop leaking years ago? The house is old but the ony place water seems to be comming in is that ledge that looks like it was an afterthought several years after the haouse was built. What is the best way to go about fixing this and sealing up the basement a little better? I was going to get seamless gutters and do some landscaping to run water away from the foundation,but what is a good way to fix up the basement?

Gutters and proper grading would be the first step. Why not post some photos so we can see the issue?
