Water seeping in garage from floor level

Hi folks,

My neighbor's garage is alongside mine a mere 2 feet between the two. This leaves no room for either of us to have gutters or downspouts resulting in water in my garage.

Yesterday I graded the soil between the two garages and pitched toward the driveway/street. This morning I put some plastic sheathing on the soil and it is now raining cats and dogs. This is the first time I've not gotten water in my garage but I note some puddles in the sheathing at various areas on the downward slope. I plan on doing further grading to correct these puddles of standing water and raking some stones over the sheathing.

Am I moving in the right direction?
