wallpaper removal problems


Hi,
I am trying to remove a wallpaper border in our dining room put in by the previous owner and am running into major problems. We have tried using a steamer and the gel remover spray, and all we have suceeded in doing is ripping off the design part and leaving the adhesive paper below (check out the picture). Does anyone have any tips or techniques that would help me here?

Wallpaper paste will dissolve with water. The part I see should be the easiest to get off. If something other then wallpaper paste was used who knows what the adhesive is and the solvent to remove it.
It looks like a lot of it was removed down to the wall. Try using the steamer again or a solution of vinegar and warm water. Let it soak in and keep going over it with multiple applications. After about 10 minutes it should easily scrape off.
