Two questions: Blown cellulose+vapor barrier, wooden shingle offset from ground

First time poster here. I have two questions:

(1) I live in a 1920's house in MA and I'll be having professionals blow cellulose into the external walls in a few weeks as an energy improvement. One issue my wife has, though, is whether this procedure can/will compromise the vapor barrier on our home (since she's had architectural training plus severe environmental allergies, it's a concern to her!)

So I've tried to find answers on the web but seem to come up with conflicting reports (if not borderline flame wars) on the subject. I was hoping someone might chime in details from their experience.

(2) Also, our house is on a bit of an incline and we've been debating on whether our wooden shingle siding is offset from the ground enough to keep moisture at bay; at the lower point, it's ~2" from the ground. Is that enough?
