Are trap primers required in residential?

My brother is building a new home and yesterday he had the inspection for a Certificate of Occupancy. He has a floor drain in the basement that takes the condensate from the AC unit. The inspector commented he did not have a trap primer but did mot write it up.

Question; Is a trap primer required by code in new residential construction?(House is in South Carolina).

Here's a follow up rj-

Per UPC 1007.0: Floor drains or similar traps directly connected to the drainage system and subject to infrequent use shall be protected with a trap primer, except where not deemed necessary for safety or sanitation by the Authority Having Jurisdiction.

I don't know which code is used in SC
