Toro snowblower adjustments


Hello,
Does anybody know if there is an adjustment for the v-auger belt on a 1980 Toro 421 snowblower Model#38010 ? I also need to know if the pull starter assembly can be lubricated. It seems like it will not engage the engine when it gets real cold. Could it just be ice accumulated on the inside of the assembly? If I take it in my basement for a few hours it will work again.
Any help would be greatly appreciated.

Toro snowblower adjustments


Not the right forum for this question, but when was the last time it was serviced???? There is no lubrication for the starter cord/assy. that I know of, but as with most things mechanical, it does need periodic maintenance. Same with the belt, may need a new belt.
