Toilet Paper Holder Design

i just bought this moen pivoting toilet paper holder. it's great except for the perfectly cylindrical center, which has a habit of letting the toilet paper go uncontrollably until the entire roll is on the floor. why is it designed this way?

My guess is so that it can double as a cat toy. Most domestic TP holders are free rolling as opposed to those institutional jobs that have to be manually unrolled with a pipe wrench. I have close to 50 years experience wiping my own bottom and have a side snap technique that seems to work well 95% of the time.

Hand & eye coordination are a must.

Operator error is not uncommon.

If you have a lot of trouble, I would recommend a bidet and I would be sure to wash my hands in the meantime.
