I'm not sure but my guess is NO because cinderblock foundation can shift and crack and you'll have tiles falling off the wall. Maybe if you use a really flexible adhesive...
As long as the block wall is in good shape, no cracks in the mortar joints the answer is yes you can tile over it. Versa Bond available at HD stores is a good thinset choice.
