Tennis Net Center Strap Anchor

I am trying to install a 3/8 inch eyebolt into the center of our high school's tennis courts. These eye bolts will have the center of the tennis nets, which have a strap on them to pull them down lower. Where these are being installed is between two slabs of concrete. I was able to install one using a redhead that expands as the eye bolt gets tightened. In this case, the two slabs are close enough for the redhead to grab on as it expanded. My problem is as I went to the other courts, the slabs are further apart and even when the redhead is fully expanded, it will not grab and tighten up.

I can't increase the size of the eyebolt because the clip needs to be able to clip onto eyebolt.

Any suggestions would be greatly appreciated!

How about a dollop of 2 part epoxy in the crack and set the bolt in that?

Longer eye bolt with toggle on end to catch under bottom of slab. Drive wooden wedge into crack.
Bigger eyebolt and anchor with ring (carabiner or split type like key ring.) or hook that fits strap clip in eye.
Bigger clip?
Tie clip to eye with some string. Got any string? Oh, here's some all woven into this handled hoop thing, got a knife?

Abatron epoxy to make a core to hold the eyebolt and expansion anchor.

Sounds like a weird and dangerous trip hazzard gap for a tennis court surface. How did they rill it for the playing surface?
