T&G Floor Leaks

I replaced a T&G outside porch floor that sits over a basement room. Used Southern Pine, primed it with oil-base primer and finished it with oil-base paint. Flooded primer and paint into the joints during priming/painting, though some cracks have opened. Now it leaks through the T&G joints. I tried using caulk in the cracks, but it still leaks. I would sure appreciate any advice to how to resolve this issue. Thanks...

Yes...

Should also tell you it is closed on two sides (North and West).
