Scrape the paint off it....this should at least tell you what kind of pipe it is.

I don't think that is a pipe. It is the shaft of some sort of valve that once had a plastic handle on it. You are going to have to open it up from below if you want to remove it, unless you want to cut the floor open.

My guess is that its some sort of pressure relief valve!
