Soundproofing Apartment, inside and from outside

I need advice on what to do and materials to help soundproof my new apartment so that less outside noises get in and less of my own noise goes out and disturbs neighbors.

I don't need to fully block it, I just want to dampen it as much as possible.

My walls are made of cement and windows are half slide-down (don't know the formal name). Floors are tiled.

I saw info on Green Glue, but I don't really think I can add it to my cement walls.
I still need to get some furniture, but that will only help the inside noise.

I don't know how to check what the doors are made of.

I'm adding a layout of the apartment, maybe there are some tricks that can be done to deter sound from going in depending on the layout. The outside noise mostly comes in from the West. And I want to keep my tv and speakers from letting sound go to the East, where the other residents are.

Have you searched here? There are lots of threads on this here. The name of the game is mass and blocking openings (under doors, around elect boxes, etc). Somehow, you need to add mass to the walls. Can you lock 2x2's to the cement (I assume you mean concrete) walls and sheet rock over that? Two layers beat one layer. Lots of glass in the windows, too, but that means either a storm pane or new windows. Plant trees/shrubs outside, too.
