sleeving pipe through basement wall

Hello,

I would like to sleeve 3" diameter pvc pipe through my basement wall approximately 2' below outside grade. I plan on running polyethylene pipe from an outdoor wood boiler to inside of the basement then to my furnace. I am not sure how or what to use to seal the 3" pvc pipe penetrating through the cinder block wall. I don't want any water leaking into the basement. Is there a certain concrete mortar mix the I can seal the pipe penetrating the wall? In addition to that, I am not sure about how to seal the inside of the 3" diameter pvc pipe where the PEX runs through. Any ideas on that? Thanks for your time reading this post and replies.

Ayuh,.....

I'd seal the 3" conduit with Hyd. Grout,.....
And,....
I'd seal the Pex tubing inside it with Spray Foam......

Touched on already. Key material is going to be hydraulic cement on both sides. Any kind of caulking or sealant will not be strong enough to hold against hydrostatic pressure.
