Sealing windows for winter

I plan on hanging plastic sheeting in our apartment for the winter due to the drafts but I have 1 little problem. The windows are double hung windows and the frames are tiny and don't sit flush with the wall. There for I can't tape the plastic to the frame. I wish I could post a picture so it would be more understandable. So what I am going to have to do is cover the entire window and some how tape the plastic sheeting to the wall since this is going to be my only option. Now I have 2 questions. Obviously its not a good idea to put tape directly on the paint but since I have no choice is there any tapes out there that won't do damage when taking it off in the spring?

Now my second question. Is there any kind of foam spray insulation or anything that I can use that is also removable to seal up the windows for the winter?

Any advice is much appreciated since I am trying not to damage any part of the walls.

Rope caulk is something that can be installed around the cracks of a window and is easily removed later. 'DAP Foam' is a white foam that is also easily removable. It is not a urethane and never hardens, and is washable, but can be a little messy.

we use this caulk at work, removes pretty easy, as for having double hung windows, I've run into that same problem, I'd either go with the caulk or try the type that you put up and then hit with the blowdryer. You're right, sometimes using tape pulls paint off and you have a bigger problem. Also, you might trap moisture in with the plastic resulting in some mold or rot over the winter.

DAP can be cleaned up with a damp rag when fresh. It never really hardens, but can be scraped away easily, and the residue washed off.

I use it all the time on window installations to fill air gaps between frame/window. It does not overexpand and warp new window frames.
