sealing up air leaks between
 
Sealing up gaps between the sill, foundation wall, and outside clapboard.

I am working on an old 1850's farm house and there are small gaps along the sidewalls where the sill, siding, and foundation all meet. I want to seal this up to prevent air and rodents from going through. I wanted to use spray foam, but figured the mice and rats could chew through it.

I also thought about sealing it up with concrete and then insulation on top so the mice and rats couldnt get in.

Any other ideas

It depends on the size of the gap. If its small then just caulk on the outside. Spray foam will also work but shouldn't be exposed to weather. From the inside you can just stuff pink fiberglass.
