Sealing cold-storage room!


first time homeowner and poster here.

Just moved in to our house and ran into a storage issue. Our entire basement is is finished with exception to under the stairs and laundry room. There is however a cold-storage room under the back porch. There is an insulated door separating it from the finished portion of the basement. There is also a 1 of 2 sump pumps in this room, however, according to owner who used this room as storage, only has needed to run once.

I would like to vac all the debris in the room and dry lok it to make it more of a drier more convenient storage space. There is moisture in the air and a musty smell that i really would avoid placing my belongings in until resolved.

The ceiling is in rough shape, perhaps a scraping followed by the drylok will work. Are there any implications here, would dryloking work and accomplish this?
