Rough in basement requirements

I'm framing my own house which is one story with a full walkout basement. I'm planning on leaving the basement unfinished for now. Am i required to meet fire blocking/draft stop code in the basement for inspection purposes since it will not be having enclosed areas? I have all of the walls framed and the stairs built. I intend on going ahead and draft stopping the required method on my floor trusses before utilities are ran.

Look on the bottom or top of your permit, there is a day-time phone number to ask your local Building Inspector for the correct answer.
