PVC cement question - the glue doesn't seem to work


So I have this inflatable boat from Sevylor, which developed a small leak. I bought some regular clear PVC cement from Home Depot in hopes of fixing it with the included patch kit.

I thought that the cement was supposed to slowly become very sticky, at which point I'm supposed to stick the patch onto the boat and apply pressure. But here's the problem -the glue doesn't get all that sticky, eventually turns into snotty strands which look like semi-dried clear silicone caulk. And it never grabs on, I attempted to fold a patch in two and hold it like that, but nothing came out of that. The boat is seems to be made out of PVC and the manufacturer speaks of "PVC glue" in their repair instructions...

What am I doing wrong? Old cement? Wrong kind of cement? The cement instructions say "if jello-like, do not use", but the glue is not jello-like, it's thicker than water, but flows freely.

Didn't the repair kit come with adhesive? If not, call them to get the name of the correct material.
Did you use PVC for pipes?

No, it didn't. The kit mentioned either PVC glue or proprietary SeamSeal or something. No, I didn't use the PVC glue for pipes.

Not sure but isn't it something like contact cement where you apply to both surfaces allow to dry to a not sticky state and then put the patch on?
